Consultations

As part of ensuring the transparency of the Independent Toll Review, the Independent Reviewers, Professor Allan Fels AO and Dr David Cousins AM conducted two rounds of consultations; one for the Interim Report in 2024 and one on existing tolling systems in 2023.

Consultation on the Interim Report (2024)

Following the release of the Interim Report, the Review provided an opportunity for the public and key stakeholders to provide their feedback, views and opinions on the Interim Report findings and recommendations in two ways.

Firstly, a Have Your Say portal was made available for feedback between 11 March 2024 and 14 May 2024. The questions covered topics on the Interim Report findings and recommendations such as toll reform (network tolling), the state tolling entity structure and functions, IPART’s role in reform and determination of tolls.

The Review received 117 written submissions, divided into 92 submissions from the general public and 25 submissions from key stakeholders including academics, think tanks, toll road operators and member associations.

Secondly, the Review held interactive meetings with groups of key stakeholders, including concessionaires, investors and debt financiers, and academics. These sessions provided an opportunity for participants to ask questions about the findings and recommendations in the Interim Report and allowed the Independent Reviewers to further test emerging concepts. 

The feedback, views and opinions from these engagements have been carefully considered and incorporated into the Final Report.

Consultation on existing tolling systems (2023)

From 14 June 2023 to 28 July 2023, the Review provided an opportunity for the public and organisations to provide their feedback, views and opinions on current tolling systems directly to the Independent Reviewers. This was done electronically through the Have Your Say website or in-person at a public consultation session held across Sydney (11-13 July 2023).

More than 1,100 submissions were received by the Review and informed the Interim Report.
