The NSW Government established an Independent Toll Review (also referred to as the ‘Toll Review’ and the ‘Review’) to identify reform options to overhaul the toll network.

The Independent Toll Review was led by:

  • Professor Allan Fels AO, former Chair of the Australian Competition & Consumer Commission (and its predecessor bodies), and;
  • Dr David Cousins AM, former Chair of the Prices Surveillance Authority and Director of Consumer Affairs Victoria (together, the ‘Independent Reviewers’).

The Review is now complete, with the issuance of the Final Report. The Government is currently considering the recommendations of the Final Report and will provide a Government Response by the end of 2024.

The Toll Review considered the consistency, fairness, equitability and simplicity of toll road pricing, while ensuring our road network remains efficient. For more information on the scope of the Review, please read the Terms of Reference.

The Government upheld its commitment to a transparent review with the public release of both the Interim and Final Reports.

The views expressed in the Final and Interim Reports are of the Independent Reviewers and not representative of NSW Treasury, Transport for NSW or NSW Government policy positions.

Final Report

The Independent Reviewers released their Final Report on 16 July 2024, presenting their final findings and recommendations for toll reform in NSW. Their recommendations included (but not limited to):

  • A transition from the current tolling regime to a network tolling regime.
  • The ‘NSW Motorways’ entity to drive toll reform in NSW.
  • Improving transparency on tolling information.
  • IPART’s role in price monitoring to increase transparency and oversight.

The Review engaged significantly with the public and various stakeholders to gather insights and test ideas with the consultation on the Interim Report in 2024. All submissions and discussions have been carefully considered before inclusion in the Final Report.

Interim Report

The Independent Reviewers released their Interim Report on 11 March 2024, introducing their initial findings and recommendations for toll reform.

As part of developing the Interim Report, extensive research across a broad range of sources was conducted, complemented by the consultation on existing tolling systems undertaken in 2023.
