TRP99-03 The Case for Pay Roll Tax
The paper was prepared in 1998 as a contribution to the national tax reform debate. It was presented to the ATAX State Tax Conference in June 1998 and 27th Annual Conference of Economists in September 1998. The paper remains highly relevant because payroll tax is to be retained under the proposed tax reforms but the role that payroll tax should play in our tax system remains a topic of considerable debate. This report aims to enhance the understanding of payroll tax and provide business and policy makers with the information to assist them making the best decisions for their constituents.
