TPG24-01 Management of NSW Government Payments

This Treasury Policy and Guidelines sets out GSF agency requirements for the State to achieve payment reform outcomes for:

1. receiving payments from citizens and businesses,
2. making payments to citizens, businesses, and suppliers and,
3. additional supplier payments.

TPG24-27 Performance Reporting and Monitoring Policy for Government Businesses

This Policy identifies government businesses as a type of entity that require a separate and distinct reporting and accountability approach from that which applies to other NSW Government entities.

TPG23-19 Guidelines for Community Service Obligations

These Policy and Guidelines set out mandatory requirements, recommendations and guidance for Community Service Obligation (CSO) arrangements between NSW Government departments and government businesses. CSOs provide an option for Government to address a policy objective through delivery by a government business.

TPG22-20 Government Guarantee Fee Policy for Government Businesses

This policy seeks to ensure competitive neutrality for government businesses with respect to their cost of debt. It outlines the application, calculation methodology and administration of government guarantee fees on TCorp borrowings.

TPG22-21 NSW Public Private Partnership Policy and Guidelines

These Guidelines demonstrate the NSW Government’s:

• Recognition of the benefits of the Public Private Partnership (PPP) approach as an effective delivery model in the appropriate circumstances
• Commitment to the proactive assessment of the potential use of various PPP models early in procurement processes; and
• Commitment to maximise beneficial outcomes to Government and taxpayers through engaging with the private sector in the delivery of service enabling infrastructure.

TPG23-06 Board Appointments for State Owned Corporations and Other Commercial Government Businesses

This policy outlines the board appointment process for State Owned Corporations and other commercial government businesses. It outlines both policy expectations and governance aspects of the board appointment process managed by Treasury for the appointing Minister.

TPG22-02 Ownership and Portfolio Expectation Policy

This policy outlines the ownership and portfolio expectations that the Government holds for State Owned Corporations (SOCs), and the mechanism for issuing a Statement of Expectations (SoE).

TPG22-03 Establishing and Monitoring the Performance of NSW Government Residual Entities

This policy and guidelines paper provides a Governance Framework covering matters that should be considered in the establishment, operation and reporting of entities created to hold these residual assets, liabilities and functions. This paper refers to such entities as residual entities.

TPG21-10 Capital Structure and Financial Distribution Policy for Government Businesses

Outlines requirements for government businesses to maintain a capital structure that meets the Government’s expectations while making appropriate dividends and capital repayments.
