TPP02-7 Capital Structure Policy for Government Businesses
The key purpose of the Capital Structure Policy is to ensure that Government businesses are financed by an appropriate mixture of debt and equity. The policy outlines a commerciallybased methodology for determining an appropriate capital structure and a minimum-tomaximum capital structure range for a Government business. The methodology establishes surrogate mechanisms that replicate the disciplines and incentives of debt and equity markets.
