Reforming the Emergency Services Funding System

On 16 November 2023, the NSW Government announced its commitment to reform the way the State’s emergency services are funded. Three key objectives of the reform are:

  1. Reduce insurance costs for households by spreading the levy across all property owners;
  2. Protect pensioners and vulnerable members of the community; and
  3. Ensure a revenue-neutral model that sustainably funds our emergency services agencies.

This consultation paper is the beginning of public consultations to inform the design, scope, features and transition arrangements for reforming the emergency services funding system.

This consultation is open for submissions until 5pm Wednesday 22 May 2024.

Financial and Annual Reporting Framework - Consultation Paper

Treasury’s Financial Management Legislation team is consulting on a proposed framework to support the legislative requirements for identifying which GSF agencies prepare financial and annual reports.

The consultation paper proposes a holistic financial reporting and annual reporting framework. This includes a set of criteria, supplementary to the legislative requirements, to determine which groups of GSF agencies prepare financial and annual reports, and, if so, what form of reports.

2021-22 COVID-19 Business Support Programs – Independent Evaluation

NSW Treasury is undertaking an independent evaluation of the 2021-22 COVID 19 business support programs: the COVID-19 business grant, the 2021 JobSaver payment, and the Micro-business grant provided during the Delta lockdown from late June 2021 until October 2021.

The independent evaluation, led by Mr John Pierce AO, will examine the efficiency, effectiveness and appropriateness of the three grant programs to determine whether the programs were implemented as intended, were value for money, achieved their outcomes and delivered the programs’ anticipated economic benefits. Lessons learned will be used to inform future policy responses.

TPG24-08 CFO Certification on the Internal Control Framework over Financial Systems and Information

Treasury’s Financial Management Policy team has released a new Treasury Policy and Guidance, TPG24-08 CFO Certification on the Internal Control Framework over Financial Systems and Information, and launched the CFO Certification Toolkit to assist agencies implement the new policy.
